Hello, We were there in August, 2024, and we arrived by city bus. So we did not pay close attention to whether there was handicap parking or not. There is parking at the lookout views at the top, restaurant and at most attraction locations. We were there in peak tourist season and parking lots were never very full. For the lookout views, parking is very close to the lookout so distance is not far. Most people arrive by bus or bicycle so it seems never very crowded with cars. I hope this is helpful to you.
