As far as our experience, it was an incredibly safe area! It is quite steep though with many stairs to get to and from the Place du Tertre, but it is only about a 10-15 minute walk from Place du Tertre to Moulin Rouge, so it's very doable! Lots of Ubers to be found during all times day or night, so there were no shortage of those for us either! We were also able to utilize the Metro quite easily so we would recommend that too!

for a Catholic artist, it's hard to believe he/she would be there to work but not all the artists are Catholics, or even Christians, so you would have your chance anyway, if I could do something else, for instance to walk, to enjoy parks, etc, I would chose that, not Place du Tertre, the place is so nice when is crowded, i can not imagine that place empty
