I know that for this price point no relatively new car exists and that I will essentially be looking at cars from the 2000-2008 or so range.

Still gonna be NA but look for a 96 to at least an 01 impreza GC body for your AWD fix and there is a considerable aftermarket for the 2.0, 2.2, and 2.5.
